My simple pipboy recolor does not work with ANY free mod. Bethesda launched their second attempt at paid mods today with the release of the Creation Club for Fallout 4 on Steam, Xbox One.
I can confirm the case with CC is different. Fallout 4 Creation Club brings paid mods to the Commonwealth again.
It's one thing when mods aren't compatible with each other: they might affect the same asset of the game so logically, they won't work together.
